- Increasing emphasis has been placed on how to stimulate research performance, an issue of interest to governments, funding bodies and research institutions alike. Some of the questions that have been raised in this debate, in particular in the field of economics, include: How should institutions be reformed to improve research performance? Which incentive systems work? Which recruitment and promotion systems fare best? What is the role of high quality doctoral programs in stimulating research at an institution? How crucial is it to adopt English as the language of economic science? At the same time, the evaluation of research outputs in economics is a controversial issue that has been subject to recent scientific debate, leading to the proposal of several indexes and methodologies. These differ in the crucial issue of how to weight different journals or articles to reflect their relative quality, but also in whether to correct for article length, co-authorships, multiple affiliations or, in the case of institutions, whether to correct for its size and which time frame to use when counting its members for purposes of evaluation of research performance.
