126th EAAE Seminar "New challenges for EU agricultural sector and rural areas. Which role for public policy?" European Association of Agricultural Economists

The seminar focuses on the need of a rethinking of intervention schemes for EU agricultural sector and rural areas. Specific attention will be paid to the answers that public policy should give in relation both to changes in the world economic and political scenario and to different roles agriculture and rural areas should play in the next years. Discussing about agricultural policy and intervention tools is a very topical issue as EU is now managing a new CAP reform that is going to modify the farm support scheme, looking to an agricultural model that is supposed to be ??greener??, on one side, and more competitive, on the other side. More generally, in the next years the farm support is likely to be lower and less automatic, requiring a higher role of public institutions in terms of markets regulation, programming and governance capacities. In this context the seminar aims to be part of the debate on the recent evolution of Common Agricultural Policy, but it would also like to promote a theoretical and wider discussion on the role of public intervention and on policy tools that can better answer both to new EU agricultural and rural areas functions and the need for a stronger integration. Five main topics will be discussed during the seminar: - Sectorial and territorial objectives: food production, public goods and services production. - Agricultural policy beyond incentives: contractual and regulatory tools. - Competitiveness of agriculture and market stability tools: quality, risk management, production chain integration - Integration of competitiveness and environmental objectives: the role of innovation - Role of credit and fiscal policy to support the agricultural sector.
